Common mistakes that cause denied entry
- Forgetting that even pets from the USA (Schedule I) require a rabies titer test. Unlike Australia, there's no 180-day wait — but the titer is mandatory and adds 4-8 weeks to the timeline.
- Bringing a dog breed that's banned from HDB flats. Singapore has TWO breed lists: a small list of completely-banned breeds (pit bulls, etc.) and a much longer list of dogs not allowed in HDB public housing (where 80% of Singapore lives). Even allowed breeds may be limited by your specific condo's MCST by-laws.
- Importing more than 1 dog into an HDB flat. HDB allows ONE dog from the approved breed list per unit. Private condos allow up to 3 dogs. Non-HDB private homes allow up to 3 cats/dogs total.
- Not pre-booking the smart collar / quarantine slot before arrival. AVS requires advance approval — apply for the import licence ONLY after you've received approval for home quarantine.
- Missing the 5-day rule. If your pet arrives more than 5 days after you do, it's treated as a separate import and may face stricter requirements. Time the move carefully.
- Skipping cat licensing. From September 2024, all cats in Singapore must be licensed via PALS. Free until 31 August 2026, then mandatory with fines up to S$5,000.

The tag costs $29 per pet per day (so 10 days = $290) and tracks whether the pet leaves the registered address. AVS officers conduct random spot checks. The pet must remain at the address for 10 consecutive days; leaving for any reason (even a vet emergency) requires AVS approval. After day 10, the collar is removed at a designated AVS office or a participating clinic.
Are any dog breeds completely banned from Singapore?
Yes. Specified Dogs under Part 1 of the AVS list (pit bull-type dogs, Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Neapolitan Mastiff, Tosa Inu, and crosses) are banned from import — full stop. They cannot enter Singapore, period, even with paperwork. Specified Dogs under Part 2 (Rottweiler, German Shepherd, Doberman, others) are allowed but require additional licensing, third-party liability insurance of S$100,000, and muzzling/leashing in public.
